The Lisbon Treaty specifies an EU aim to make innovation the motor of economic growth and competitiveness. In this process regional dimensions are curtail; the funds allocated for regional developments guarantee the growth of underdeveloped areas. These developmental strategies and aims are better and more efficiently specified and met by the regional-level development agencies. To provide for the regional R&D needs the legislation provided 25% of the Research and Technological Innovation Fund to be distributed on a regional scale. Within this frame The Gabor Baross Program presents over five billion HUF to be dispensed through four open calls in 2009.

Based on the result of the relevant tender, Károly Molnár, Minister without portfolio responsible for R&D, appointed Gyula Csopaki, CSc (PhD) of technical sciences, as President of the National Office for Research and Technology (NKTH). Priority task of the new president will be - while ensuring predictability and stability - to make sure that the efficiency of the system of calls for proposals under the Innovation Fund is increased.

On 15 September 2008, the European Institute of Innovation and Technology (EIT) was launched at a ceremonial opening in the building of the Hungarian Academy of Sciences. Hungarian and EU dignitaries opened the inaugural meeting in the morning. In the afternoon, the first meeting of the EIT Governing Board took place, where Mr. Martin Schuurmans was elected as chair of the board.

OECD are compiling a Review of Hungary’s National Innovation System.
The objectives of the Review of Hungary’s National Innovation System are to evaluate the performance of the Hungarian innovation system based on an independent and overall assessment, as well as to elaborate recommendations for government policy makers to improve that performance on the basis of OECD member countries.

Ferenc Pártos, President of the Hungarian National Office for Research and Technology and Jacqueline Lecourtier, general director of the French National Research Agency (ANR) signed a cooperation framework agreement on 22nd May 2008. The agreement defines the contents and technical parameters of a joint call: the two parties shall provide EUR 6 million each for 3 years to research teams to carry out joint projects in the fields of genomics and biotechnology.

The EGEE project (Enabling Grids for E-sciencE –
www.eu-egee.org/) is funded by the European Commission. The Project operates a production grid infrastructure including more than 200 sites across countries for the benefit of a wide range of user communities. Operating on a global scale, this flagship European project provides access to a team of Grid experts with proven deployment experience. The EGEE Grid consists of over 36,000 CPU available to users 24 hours a day, 7 days a week, in addition to about 5 PB disk (5 million Gigabytes) + tape MSS of storage, and maintains 30,000 concurrent jobs on average. Having such resources available changes the way scientific research takes place.

Representatives of 13 countries (Denmark, France, Greece, China, Poland, Hungary, Great-Britain, Germany, Italy, Russia, Spain, Switzerland, Sweden) and those of the city of Hamburg and the province of Schleswig-Holstein signed and issued a Memorandum of Understanding on Starting the Construction of the European X-ray Free-Electron Laser Facility in Hamburg on 5th June 2007. Hungary was represented by the vice-president of NKTH (National Office for Research and Technology), Dr Ilona Vass, at the ceremonial occasion.

The European Union - having recognised that the globalisation of the economy calls for greater mobility of researchers and that there is a lack of researchers in key areas in Europe - created the Council Directive 2005/71/EC on a specific procedure for admitting third-country nationals for the purposes of scientific research. This directive had to be included in national legislations.

The president of the Hungarian Academy of Sciences and two former presidents have joined forces to make the case for lifelong and irrevocable membership of the Academy, and to argue that members should also receive a substantial honorarium, which should also last until the member dies. At the Opera, people are arguing about whether to revoke the public servant status of every last employee, ensuring that everyone be paid on the basis of their performance. However, the great scholarly body is behaving as if its most important job were to preserve its privileges.

The Agency for Science, Technology and Research (A*STAR) signed a Memorandum of Intent (MOI) with Hungary's National Office for Research and Technology (NKTH) to promote collaborative activities between the two agencies in the areas of science, engineering and bio-medical research and to facilitate and support joint research and development projects. The MOI was signed by A*STAR's Chairman Mr Philip Yeo and NKTH's President Dr Miklós Boda on 3 April 2006 in Singapore.
